Progress Report UBA XXII Program Education in jails 16/10

Friends, a few months ago, "Hell of the living" is teaching in the CUD (Centro Universitario Devoto). Here is the letter of L-Halperin, Director of UBA XXII, to share with you all the events that have occurred in recent times.

Program Status Report UBA XXII Education in jails

In February 1986, Resolution No. 63 of the Superior Council of the University of Buenos Aires ratified the agreement signed on 17 December 1985 the Federal Prison Service (SPF) under the Ministry of Justice, Security and Human Rights, which opened the way to trial or convicted inmates housed in penal institutions to initiate or continue their university studies and was the gateway to the University to jail. This agreement gave rise to the UBA XXII Program, which this year celebrates twenty five years of experience, is an undisputed reference level international educational projects prison inmates, and is based on the objectives and fundamental pillars of the UBA both for its educational and knowledge production as social responsibility involving the academic, research and university extension .

The purpose of this report is to account for the exceptional situation that is going through the UBA XXII Program from worsening, since 2008, and in particular, in recent months, the obstacles that have historically placed the authorities and agents of the SPF for the normal development of the University's activities in prison namely: a) compulsive domestic shipments learners b) abstaining them when / as internal / all the conditions as to join the program but are housed in units where the races are not dictated , ignoring also the case last year, the implementation of the Ministerial Resolution 1527 of December 17, 2009; c) unilateral delay or suspension of academic activities d) restricting access of / as internal / a to the university spaces e) arbitrary cut of the listings of students and others stopped participating in academic or extracurricular activities, f) internal memoranda that hinder or directly restrict the authorizations and the entry of people or materials to the prisons; g) harassment and mistreatment of students, teachers and university coordinators h) requisitions in universities i) spreading rumors or false information about the continuity or continuity of the program, and other actions that go against the spirit and letter of the agreement and signed resolutions since 1985.

In this regard, we wish to highlight the events in the last month. On Thursday 23 September, the University Center Devoto (CUD), a pioneer in the birth of UBAXXII Program and the main guarantor of continuity and institutional, was searched with a warrant, without any notification to the UBA. The raid was made by the body of requisition of the SPF, militarized personnel, equipped with rifles, shields and helmets. At that time this was a teacher of Sociology Race, which was abruptly evicted along with the students and the rest of the inmates who had been in place. From this fact and claiming "security reasons", unilaterally, without putting the account or give notice to the UBA:

1. activities were suspended for two days CUD;

2. was evacuated students and interns coordinators, who are caring for the heritage and integrity of the university area;

3. moves and changes occurred in student housing detainees;

4. modified the physical space of the CUD,

5. attempts to change the mode of operation and the physical place where different extracurricular activities such as computer courses, the Legal Department, the Social Assessment, Project Phoenix and other activities, courses and workshops organized by various academic units.

For these reasons, we ask the authorities of the UBA:

1. to approve this report and its content is disseminated as a public statement by the High Council in order to inform the worrying situation in the UBA XXII program and reaffirm the importance of the participation of public universities in places such as jail, stated in its objectives and institutional functions;

2. the highest authorities of the UBA university and demand explanations apply formally to the SPF and the Ministry of Justice, Security and Human Rights Office unconditional respect existing agreements and resolutions and the guarantees and rights of students, teachers and professionals within the Programme UBAXXII;

3. to provide appropriate legal mechanisms to ensure effective implementation of the agreement UBA-SPF and subsequent resolutions;

4. declare that the UBA UBA XXII Program in emergency support activities and boost the presence of authorities.
