This project aims to be a law for the community culture have a budget and does not depend on governments. Points of Culture as well as being a project to democratize the concept of "culture", offers a range of production possibilities and creates a network between all the "points" in order to set up a true community that may influence the design and development of public policy. This proposal represents a paradigm shift in the functioning of community cultural organizations, its insidencia, and public cultural policies, accounting for empowerment, autonomy and long-term sustainability of community cultural organizations, self-management and independent.
